　　4月24日电据海关总署网站消息，经会签生态环境部、农业农村部、国家药品监督管理局同意，海关总署于2025年4月22日印发《海关总署关于明确部分货物、物品不再按进出境特殊物品监管的公告》(公告〔2025〕65号)，明确了海关对纳入药品、兽药、医疗器械管理的货物、物品，以及进出口环保用微生物菌剂不再按进出境特殊物品进行监管。

　　一、进出境特殊物品监管范围调整是贯彻落实新修订的《中华人民共和国国境卫生检疫法》的具体举措

　　新修订的《中华人民共和国国境卫生检疫法》坚持风险管理、科学施策、高效处置的原则，统筹疫情防控和经济社会发展，充分考虑了保障人民健康和公共卫生安全、保障国际交通贸易往来。该法第二十二条对进出境特殊物品卫生检疫作出新的规定，聚焦国境卫生检疫的立法初衷，将进出境特殊物品监管范围调整为“血液等人体组织、病原微生物、生物制品等关系公共卫生安全的货物、物品”，并明确“纳入药品、兽药、医疗器械管理的除外”。

　　二、进出境特殊物品监管范围调整后海关卫生检疫监管要求的具体变化

　　本次调整后，纳入药品、兽药、医疗器械管理的货物、物品，不再实施海关进出境特殊物品卫生检疫审批，海关不再按进出境特殊物品进行卫生检疫查验。如果企业已取得我国药品、兽药、医疗器械相关主管部门批准的证明材料，则企业向海关申请进境相应的货物可视为纳入药品、兽药、医疗器械管理。如果企业已取得我国或国外的药品、兽药、医疗器械相关主管部门批准的证明材料，则企业向海关申请出境相应的货物可视为纳入药品、兽药、医疗器械管理。

　　本次调整后，进出口环保用微生物菌剂不再实施进出境特殊物品卫生检疫审批，海关不再对进出口环保用微生物菌剂进行卫生检疫采样送检。

　　三、不再按特殊物品进行卫生检疫监管的货物、物品仍需满足海关其他监管要求
